The pup training starts usually at the third month. First 3 months of a pup is spent learning the pain of getting bitten by the siblings, and interacting w/ other pups. In its fourth month pup can be taken away from its mom and siblings should be trained by its human.

The issue is that dogs are poor generalizers - it's not that the dog is "sneaky, greedy" etc, but that they have no intrinsic sense of morality or "rightness" and so only think something is "bad" if it has bad consequences. If it has never had bad consequences except with a human in the room, then how on earth are they to know that the rules still apply with the human out of the room? You do not SEND your puppy for house training. You start house training your puppy the day the puppy is brought home. As well as teaching him the rules of the house - everything begins, age appropriate, the day the puppy comes home.
Talk to your puppy's breeder - you seem to need a lot of help. A good breeder will be your best resource and the breeder should want his puppy going to a home able to deal with normal puppy issues.

The physical training as you put it can be started at 6 months but training such as a seeing eye dog receives usually starts at one year of age.

You can start training him right now. Just don't get mad if he has an accident. As soon as he gets up take hime out. As soon as he eats take him out. As soon as you get done playing with him take him out. I know it sounds tedious but they always have to go around those times. They get the idea pretty quick though. I think physical training they usually start at 8 weeks.

I would start now..start bringing it out every half hour or so and praise, praise, praise when he goes.If he does have an accident show him the spot and immeditly bring him out.. A crate is usefull at night as dogs generaly don't go where they sleep, bring him out as soon as you let him out of it. As for obedience training, start now. use treats as rewards. Ask him to sit and gently push his bum to the ground, then give him a treat..He'll get it in no time!! Good Luck!!
