Leggings. They were supposed to keep the water our of your shoes. In the days they were first issued, boots only came above the ankles. The strap that ran underneath on US leggings also helped prevent the boots from being sucked off the feet if the soldier stepped in mud.

Spats are what gangsters and other snappy dressers wore in the 20's and 30's.

They are called Leggings. I don't think the US military has used them since WW2. At that time, leather was used sparingly and the common footwear of soldiers was the High Top shoe. Today, US Military boots are much higher and there is no need for leggings.
