If you are trying to avoid dairy, you can use canned chicken broth. It will be a little less rich but it will be high in flavor. It is a very nice option and one I use when i just want to have a lighter potatoe side dish. Be aware that the broth has salt in it. You will not need to salt your potatoes as much as you would if you were using milk.
If you are not trying to avoid dairy or trying to lighten the dish than use cream. It will be very rich and delicious.

Don't know why you want a substitute - whether it's because of an allergy (lactos intollerant), vegan, or just don't have any. If it's allergy - go with something like soy milk - you can even use the powdered creamora - regular flavor - mixed with water. If it's vegan - same answer as allergy. If it's because you don't have any milk, then you can use canned milk if you have it (evaporated milk), or powdered milk reconstituted - or again, if you have any creamora........ same answer as allergy. I think it would be too bland if you tried to do it with water instead of milk.
