In terms of number of men/women with guns in there hands and boots on the ground it will be China. They have about 2.5-2.8 million men trained in the regular army.
However they also enforce national service which means in terms of 18-60 year olds they can put together a huge number of there 1.3 billion population into a army in China
If they call up compusary service that is, all chinese nationals take national service and know they can be called up at any time to fight a war.
Realistically equiping the reserves and logistically sending out the population to fight is another question.
