How about simply putting on a leash and bundling yourself up and going for a walk.

You can buy a jacket for your puppies. People might think that you just want to make fun of your dog or embarres it, but your real purpose is to keep it warm. Your puppy will thank you a lot for the warmness of the jacket!
Did you know that if you run somewhere, your dogs tend to follow?
Well, since you have a apartment, just run around the place and the dogs will chase after you. They will be dehydrated after FIVE minutes of play so give them water. Then play again! You and your dogs will have fun playing and will both WORK OUT.
Go to the pet store and tell the assistant that you live in an apartment and that you don't want your pups to be in the cold snow and that you need a toy that is for a limited amount of space indoors.
Or ask the vet and she will assist you.

I'm not sure whether it works for all dogs but i let my 4 out when i come home. I has been snowing they absolutely love to go outside and run in it. They may only bbbe out there for about 5 minutes and then they come inside when they have had enough. It tires them out pretty quick so i assume it is good exercise. Your dog may be a little small for this but you could try it. Not saying it will work but it's worth a try. In winter i also take them to a puppy gym where they are inside and can run around with other dogs and play with their toys. We are usually there for about an hour a day.

A treadmill is a good idea for excercise, but they still need to go out to potty. Does the cold and rain bother you or them more? You had to know when you bought the dogs and lived in an apartment that there would be days of bad weather.......Put on a rain coat and walk them.

Dogs have been running around in snow, cold and rain for centuries, and have survived to this day. I can understand you are worried it might make them sick or harm them, but all dogs have sturdy genes bred into them for survival.
Get them a nice warm coat each, and take them for a walk, even if it has snowed or rained. If they are wet/damp when you get back home, towel dry them and I am sure they will be fine.
Your dogs will be just fine.

How about getting them some booties for their feet and get out there and walk those poor dogs. The walk should be about more then just exercise. It's a bonding experience for you and your pets, a chance for them to overcome boredom (try just sitting around, not doing Anything for a couple of days. No books, no t.v. no conversation) Imagine doing that for years.
And of course, somebody has to clean up after them if they stay indoors all the time.
Take those dogs outside, it's NYC not Antarctica.

it depends on how much indoor space you are working with. if u hav lot of room, play fetch a few time a day. idk about your dogs but mine loves the snow!! parks and places like that are usually paved. if you can easily get to a paved sidewalk then do that. you and your dog can both have fun if you teach them some stunts. jumping thru hoops or something. u should still bring them outside tho. it isnt good for animals if you make them so domesticated that you wont take them out in the cold. i hope what i have typed has helped you. good luck to you and i hope you enjoy the coming holidays!!!!!!

my dogs looove to walk in the rain, more than anything. I just put on a rain coat, and boots and go with them. The great thing about that is no one else will be out during the rain, so we get the park trails to ourselves, woohoo no leashes.

Get them some little doggie shoes/socks and walk them in the park.
Or, you could try playing inside fetch with them. Is there a hallway or anything in your apt that you could get them to run up and down after a ball?

There is no substitute for the outdoors! If you're worried about them being cold, just get them some little sweaters or coats from PetCo!
