I think,
It,s not necessary to be a senior student to start applying for scholarships.
If you fulfill the requirement of scholarship and are on merit,
you can apply for it.....

Actually you should start looking at scholarships and funding at least by the time you are a Junior

No. Many scholarship programs you should start looking for at Junior year. They will probablly require you send in your transcripts. Then- if they approve your scholarship- you will have to maintain a certain GPA for your 12th grade.
