On top of the cuts, Clinton deployed the military more then any President until Bush II.
Funding wise, training rotations were canceled due to funding, training units didn't have resources to do proper training of basic trainees. When we went to Bosnia, we were told to sit on our body armor in case of landmines since we didn't have the funds to get kevlar linings for our wheeled vehicles and there was no apparent need by the administration to increase production of them.
On top of that, there were huge recruiting shortfalls plus there were huge retnetion shortfalls, where today we do have some recruiting problems, but we are way over on retention.

While Bill Clinton did reduce the military the reductions began under the first Bush Administration with the forced reduction of the Military Forces after the fall of the Soviet Union. In this act the people who had not been promoted after a, I know I was forced out of the Navy under it in 1989, set amount of time in rate or rank were forced out. The Bush White House also began to decommission the older ships of tyhe US Navy and many of the front line support units of all the services and sub contract these out to private companies. President Bush also called for the closeing of excess bases around the US and set up a commission to help communities set up reuse plans. Clinton continued this action also he began the force restuctuing plans that Sec. Rumsfeld was beginning to implement at the time of Sept 11. Clinto was constraned by the large deficet theat had grown over the years and so many cuts in the mikitary were welcomed by allot of Americans as as way that they could cut spending and increase capital growth. Clinton and Bush (41) wanted a more modern force and at the time the first part had been completed by the time Clinton left office under Bush (41) and Clinton the Air Force had procured the C-17 Cargo Planes, the KC-10 Tanker Aircraft, and were negotiating planes for a New Long Range Patrol Plane and Tanker A/C based on the 767 Airframe. Under Clinton the Defence Department began to look at how to combine over lap in jobs to streamline the Services jobs the Navy finalized plans for the Littorial Command ship and the CNX carrier. So I guess you can say thet yes Bill Clinton reduced the military just as his predisessor did. Suprisingly no boby tryed to stop him even after the Republicans had a clear majority in Congress.

Clinton hated the military and made no secret of it. He didn't even like people in uniform being anywhere near him. The fact that he dodged his draft paperwork and left the country when he was told to report for duty during the Vietnam war probably has a lot to do with it. He went out of his way to sap funding from the military, cut troop numbers, and kill morale. Relatively few people in the military--particularly those who have been in for a while--have any love for the man. The ones who do are younger, more gullible ones who are too young to remember what he did to the military. War or no war, the Bush administration has done much to boost the military's funding, training, numbers, and morale and has attempted to atone for the damage done during eight years of Clinton. Indeed, if Clinton hadn't cut 300,000 troops during his years, we would've been in much better shape for the current war and may not have been in the same mess.

Clinton cut the Hell out of all branches dispite what some morons think about it. And to set the record straight about who built the Army that won in Iraq his name was Ronald Reagan. Thank God he built it well enough that there was still something left after Clinton was done.

The military was poorly equipped, poorly paid, and at it's lowest morale levels when Clinton dirtied the White House corridors. Let's not make the same mistake, twice !

US Military was decreased by about 300,000
personnel by downsizing, including the US Military budget, Equipment was reduced. In other words,
under Clinton, the military was decimated, or almost destroyed!!
