There are a variety of situations that may be considered fraud in our SSA programs. Some examples are:
Receives Social Security Benefits for a Child Not under their care.
http://www.ssa.gov/oig/guidelin.htm
when a parent gets a social security check the children under 18 get one also. she is getting yours and cashing it, your sister, needs to get guardianship of you , you dont need a lawyer just file the papers in family court, they will tell you what ones need filled out, based on the fact your mothers a drug user(try to find proof) and that your living with your sister now and your mother doesnt object, they will give guardianship to your sister, and probally set up child support payments, then your sister needs to go to the link above find the number for the office near you and get your checks sent to you . try legal aid office in your area, they should set you up with a lawyer for free if you really need one.

Yes get legal aide or get your sister to get an attorney. Your mom should not be spending child support money on drugs. Its not her money. It is sent to look after you where ever you choose to reside. This is wrong, see if you qualify for student welfare as well. They can also help you get the money from your mother.

Contact the agency where the check comes from .. and ask questions. Ask who is supposed to get the check ? .. even at your age?? ... and if you do NOT live with your Mom? .. and live with someone else??
Also ask about your Mom getting your check .. when you don't live with your Mom .. and that your Mom won't give you your money,
There may be an online source, or link, for this.
Also - you can contact the Attorney General of your State .. and ask questions.

I'm thinking the check she gets is from social security ... so call the social security office and report the benefits are being mis-used .
Death benefits are for surviving minor children (you) not the Momma to party with ... she only qualifies to get the check if you live there with her to "disperse it" as the care giver .
So since you no longer live with Mom ... she can't get the check anylonger .... Your sister can get the check instead to help care for you !
Be Safe. & Good Luck

If there's a case worker assigned to your case you won't need a lawyer; just tell them you haven't been receiving your funds and they will investigate it almost immediately.
