What is your personal opinion about it? What style did he use in this piece of artwork? What is he trying to say by this piece of art?where is it now?

It is iconic. Strong and direct. It is a scribble (though that is almost an exclusive art-form if Picasso does it) He commented with it to a painting made by Honore Daumer. It became the logo for the fearless windmill fighter.
