Crate the dog for the nite. Make sure it has taken a good run out to relieve itself right before bed time. Ignore the 4:30 am whining to go outside. Eventually, your dog will get it.
Now, if you by small you mean a puppy, a young puppy, then waking up in the middle of the nite to get them out is normal for the first few months until they are older and can hold it thru the nite.

Crate train her. I have 7 dachshunds at the moment, my 5 and 2 pretty sick foster girls, all go into their "beds" or crates at night around 10:30. 9 is a bit late to get her out, try to get her out a bit earlier and give her dinner by 5 or 5:30 p.m. and then give her adequate chance to go potty outside before bed. You need to establish a routine, it makes dogs feels secure, and crate training, if you make it their very own "room" with their blankets, toys, a chew, are what makes them feel secure. Dogs don't normall potty in their crates if they have adequate access to the outside potty site, so work on that. Good luck. I've fostered dozens of dachsies, all managed to get crate and potty trained, takes time and patience with some, but it can be done and makes life a lot easier for you and safer for the dachsie.

I would say that you stop him the same way that you would stop a big dog...lock him in a particular room of the house, or the basement or the garage or some other shed on the property.

My golden will do this if she thinks she's going to get breakfast. We made a firm 7:00 breakfast time. If she needed to go potty, she could go out, but breakfast was never before 7. Eventually she began sleeping in more. It's harder in summer and easier in winter when it stays dark and cold later and she's less inclined to rise early.

dont crate the dog cages are for birds our dog is the same he just wants me to cover him up again after he has been out for a wee then he goes back to sleep he is 17 weeks old and he is sleeping longer all the time

Crate the dog in a separate room and do not get up if it whines. It needs to learn that you are in charge and it will get up and go out when you are ready.
