Because they reached a compromise and that led to a settlement. The Soviet Union new they could defend Cuba. A none atomic attack would be easy for the USA to achieve, destroying the missiles. So that left the SU with having to decided if it dared attack Turkey, as Western Europe was out of the question. They also knew we could nuke them better than they could nuke us.
