GBI OR U.S. MARSHALS?

Most crimes are handled by the state police. (Sheriffs, city police, etc). The Feds handle specific Federal Crimes and interstate crimes.

Also, Marijuana is not legal in California. See 11357(b) Health and Safety Code. Medical Marijuana can be legal depending.

He asked GBI, not FBI. Learn to read. GBI is Georgia State's criminal investigative agency. In most cases, jurisdiction would be GBI, assuming the crime only stayed in Georgia. However if the crimes that were committed were mostly federal crimes (like civil rights or child related crimes), it would most certainly become federal. Although the US Marshal only investigates anything court or fugitive related.

Federal overrides state laws. example is marijuana being legal in the state of California but still remains federally illegal.
