Would it be wrong to ask a big issue vendor for change if you only had a £2 coin?

It would be akward haha but I don't see it is wrong. You are talking about buying the big issue and asking for the change right? Not just asking for them to change your £2 coin? Lol that would be wrong. How much are they now? £1.30? I think it's okay but I'd just let them have the 70p to avoid the hassle lol but perhaps you should give them a fiver instead then it's not sounding strange to want the £4 change:D

The B.I. vendors have always offered the change to me. But I usually tell them to keep it, unless I am really short of pennies myself.

So I shouldn't think any vendor of the Big Issue would be offended.

Why Not? You are buying a newspaper you do not owe them anything, out of the goodness of your heart you may decide not to ask, but that is another matter

That's why I always carry a pocket full of change , to avoid problems like this.
