my daughter has white blisters/scaly skin on the palms of her hands. It was never reddened, painful or itchy.?

Any ideas of what it is and how to treat it. She is 19.

This is probably the same fungus that causes athletes foot (Tinea). Try applying an antifungal cream to see it clear things up.
