They happen, and he has let the happen ever since the begginning of time. I think most people would agree that it is only necessary that they happen. For example, earthquakes. Half of our land mass only exist because of it.

I believe God told Noah build a boat because I am going to destroy all mankind with a NATURAL DISASTER or an act of God.

I believe God told Abraham that the evil of Sodom and Gomorrah had come up to Him and He was going to rain fire and brimstone down upon it. Sounds like a NATURAL DISASTER to me or an act of God.

Job's family killed by a severe storm. Finally, God spoke to Job out of a whirlwind Job 38-41 and finally Job said, "The Lord gave and the Lord has taken away; blessed be the name of the Lord." (Job 1:21 KJV)

Job 37:13 declares that God sometimes brings storms to punish people.

Suffering is not beyond God's control. God is sovereign and God is in control.

Jonah 1:4, 10-15 (Jonah punished and redirected by sea storm)

Exodus 9:23-29 (hail and fire from heaven on Egypt)
Joshua 10:11(hail on the Amorites)
1 Samuel 7:10(thunder disperses the Philistines)
Nahum 1:3 (judgment with whirlwind and drought)
Deuteronomy 28:24 (drought punishment)
1 Samuel 12:18 (thunder and rain to get people's attention)
11 Samuel 21:1 (drought and famine)
Hosea 13:15 (dry weather)
Amos 4:7 (rain given and withheld from certain cities)
Zechariah 14:17 (rain withheld as judgment)
Revelation 16:21 (hailstone punishment)

A serious flaw in secular environmentalism is that it sees nature as inherently good and normal. The Bible view is that creation and the weather were originally "very good" when God created the world and until the first man sinned.

Due to man's sinfulness, the world did not stay "very good."
As sin increases so will severe weather increase.

Deadly storms will be a part of our world until the Lord returns, BECAUSE OF SIN.

Insurance policies have no problem with "Act of God."

Sometimes He causes them. Remember Sodom and Gomorrah? And in Revelation we are told of many natural disasters that God will cause as a punishment for great wickedness. Most of the time, though, they just happen. If He lets them happen it is for a reason - I suspect that it is a judgment for sin in some cases.

Phrasing it in the passive "let it happen" doesn't make it a lot easier to swallow.

To allow evil that it is with one's power to prevent is often considered culpable even in human terms.

And the bible is more ambiguous on God's activity anyway:
Isaiah 45:7
"I form light and create darkness, I make weal and create woe; I the LORD do all these things."
For example.

Explain why God made such a crap world in the first place and then explain why it is "only necessary" to kill thousands of innocent people in floods, earthquakes, tsunamis and droughts!

What parts of omnipotent and omnicognizant do you fail to understand?

You really need to think about the implications of the attributes you apply to your deity.

If your god exists (which I know he doesn't) and he made the earth and the heavens...why did he make it an imperfect world? Seems to me he'd want his disciples to live in a perfect world wouldn't he?
