Syn gas contains CO and H2 so I do not want to lose any/much of these two but would like to know what the best aqueous/organic solvent.

References would be appreciated.

NaOH would work like KOH but would cost less to purchase.

I don't know the concentration of CO2 in syn gas but I am sure the processes that work for natural gas will work on syn gas.

I assume you want a process that permits the reuse of the solvent such as an amine solution would be in the case of natural gas.

If you do a web search for natural gas treating you will find many sites including companies like Dow Chemical that are involved in this type of process.
