What material is the circuit board in N64 made out of?

The color is a dead giveaway.
The board is paper impregnated with phenolic resin.
Also know as FR-2.

The metal is likely copper. The rest may be something like fiberglass. The typical process is to start with the board coated with metal on one or both sides. Over the metal goes some stuff sensitive to light. The pattern gets burned onto it, and the stuff not in the light washes away. The stuff that is left protects the metal from an acid. This leaves the pattern that the rest gets soldered onto.
