I don't take mine for walks. Neither do any of my neighbors or their dogs. Animal control is at my house all the time (They brought me the Lishias the other day) Im not doing anything wrong. You can check with my vet about the health of my dogs they are fine. Okay except bess has a tail full of burrs she got into this morning. That's gonna be fun.

<------ I think they had plenty of room and got enough execise running that cat up to the gargolyle on my fence post. Trust me that was more fun than a walk. The back door is their door the front is mine.

Not walking a dog is not against the law, You do not mention the barking as an issue so I am guessing they dont bark much, so that suggests she does indeed have a well balanced pack. Look how many dogs are in shelters every day in a small confined run on concrete. At least these dogs are not in a shelter and she has given them a home.My only point here is that in order for them to be left outside ALL the time they must have a shelter they can go into such as a kennel or a covered area so that if it rains they can take shelter. Also access to water all the time and of course been fed. If she has these then she is breaking no laws.

Regardless of the size of the dogs, a dog should be walked at least every other day for the mental stimulation they would get from a change of environment. Also a dog needs to be socialised or can become aggressive towards people and other dogs that it does not know. Unfortunately, I dont think that it would do much good reporting it as it would be a case of as long as the dogs are fed, watered, clean and have warm shelter then it would not be considered a cruely case.

You are correct in your suspicions. Unfortunalty the Scottish SPCA can only do anything, basically, if there is physical cruelty, or, they are not adequatly fed & watered, or hav no access to shelter from the elements.
Other than those things, there is hardly anything they can act on.....BUT, unlike other SPCAs,the SSPCA will follow up EVERY report they get. So, even if there is no action for them to take, the owner MAY get a shock, and realise that (s)he is being watched by neighbours/dog lovers. (you will remain anonymous, don't worry).
With the new animal welfare laws that were passed last year, I think they may have got a few new rights to act.....but I don't know if it maybe only applied to England.
If you are really concerned, give them a call....and at least they will get a visit from an SSPCA inspector - I know I would be MORTIFIED if one turned up at my door.

First of all, I don't think that it is cruel if the owner of the dogs lets them out into the yard instead of walking them.

I also have a question for you though...How do you know that they aren't being walked? It is not necessary for dog owners to walk their dogs every time they need to use the washroom. Quite often schedules, time restrictions and just plain life prevents this. The owner could be walking them on a regular basis without you knowing.

I do think that this initially sounds like a case of people overstepping their fences.

Really it would depend on two factors that you didn't mention - the size of the yard and the size of the dogs.

If you have 6 large dogs in a small yard then it would be a lot more concerning than 6 small dogs in a huge yard.

The point of taking dogs for walks is to give them exercise and if they have enough room and freedom of movement to get enough exercise in the yard then there is no problem.

With 6 dogs, they have enough exercise just by playing with each other. Does it matter how big the yard is? They have the whole house to romp in and love, shelter, food, medical care and an owner. There are so many dogs out there being put to sleep and doesn't even have an owner. I say mind your own business. If you want to help, look for real neglect and abuse cases.

As long as the lot is big enough for them to move around in (the amount of space is determined by the size of dog). Walking is not a necessity if they are not confined to a house or apartment- letting the out to play with each other is generall much better exercise anyways.

The statement was that the dogs are let out instead being walked. I did not read where it states the dogs are being kept outside. There is nothing wrong with letting your dogs play in the yard instead of walking them, that is not neglect by any means.

My dogs are not walked that often, but have a large yard to play and exercise in.

Your mate is wrong. Unless the dogs are being neglected in some way, reporting the person for not walking the dogs is just plain assinine. Your mate needs to worry more about himself/herself and less about others.
