the reason i am asking is it is normal practice for bin lorry drivers to leave lorries unattended even on hills,i fear this will continue till someone is injured.

Regarding the question posed. The vehicle may seem to be unattended but the engine can be controlled from the rear & switched off from there if the need arises.The reason the engine is left running on modern bin lorries, is that the hydraulics needed to crush the waste are run off the engine via a 'Power Take -Off' attatched to the gearbox. Once this is engaged a brake 'interlock ' i.e brakes are locked on - prevents the vehicle from being moved until it is disengaged. There are a number of 'failsafe' devices fitted, so the chances of the vehicle moving are remote

It's a legal requirement to stop the engine and apply the handbrake when PARKED.

But if the lorry is loading or unloading, it's not parked (the legal definition of "parked" is "unattended and not in use"), so the law doesn't apply.

It is an offence in the UK to leave any vehicle unattended with the engine running

Its also an offence though you wouldn't think so to sit in a traffic queue with your foot on the footbrake causing you to blind everyone behind with your f***ing brake lights (road and vehicle lighting regs) especially you SUV drivers

Vehicles that are refrigerated, have a separate external engine that is not part of vehicles movement. Leaving a vehicle with the engine running is very risky, and you might regret doing so, if something happens.

Not only do you run the risk of it being stolen any accident occurring from your negligence would see you in court and charged.

If you have a remote start, it can't be stolen. I believe it is illegal in some areas, but if it is extremely cold I think many will overlook it.
