There are three parts to this. GOD loves everyone, not everyone loves GOD. In our own lives we have experienced what GOD does.
Have you ever loved someone who didn't love you? A family member, a love interest, etc. This is what GOD experiences with those who do not love him.
Obedience is fine, love is better. If your wife has dinner on the table every night at 5:00 like you asked, that's good, you have an obedient wife.
Love is the greatest. If you come home one night and your wife has made your favorite dinner, the kids are at her mother's and she isn't wearing anything but a smile, that's better, you have a wife who loves you.
GOD will not make us love him. He wants us to love him on our own. Not loving GOD is painful for him, Obedience is fine, but empty. Thoughtful, caring love is what everyone desires, why would GOD be any different? We are, after all, made in his image. We must return GOD's supreme love.

God's action towards us is loving. In a sense yes, God's love does depend on us. If we were not here, God would not have anyone to love, which is why we were created in the first place.
This verse states that because God loved us, He draws those who would listen to Him in love.

I don't see how. You can't force humans to love you, so probably you couldn't force a god to love you either. And if you've got an ex who still loves you and you wish they didn't, you can't force them to get over you.
If, as most religions claim, [G]od is in [hu]man's image, I would assume the same to be true of [G]od.
I think of the god as a scientist, and earth is the experiment. All he does is observe - if he interfered, it would ruin the experiment.

God's love is unconditional and unmeasurable. But if one exnors it or even rejects it, it is not any fault of God's. He has given mankind His All by sending us His Son and allowing His death on the cross. It was the love of God that held Jesus to the cross and hell will be filled with those who may as well have spit in the face of God likened to saying no to His Salvation. Oh, They did spit in the face of God, right before they beat him and sent Him to die the death of sinners. But He did this for those who hated Him.

Misunderstanding passages sometimes has a lot to do with TIMING the statement means. Yahweh loved me before the world was, and the fact that I love Him has manifest in the way HE TAUGHT IT WOULD...

1Jo 2:4 He that saith, I know him, and keepeth not his commandments, is a liar, and the truth is not in him.

No. Humans only appeared relatively recently in the scheme of things. God had billions of years to love other creatures (i.e. the Dinosaurs, the FSM and the Zillas).

Absolutely NOT!
God's love is unconditional. In fact, out of this love - while we were still sinners - God the Father sent His only Sin to live a sinless life and die asin-bearing death for us all, so that all those who place their faith in Christ is saved.

Sometimes we lack of love in God, but God does not lack a love on us.
