My choice is El Teypeac Cafe (Manuel's) on Evergreen in Boyle Hts. It costs a little more, but the food (and portions) are well worth it.

Evergreen. But also, Luminarias in Monterey Park is to die for. The food is so delicious and reasonably priced and the place itself is gorgeous. Its a very popular place, there even was a movie about it made. Check it out some time its perhaps the best Mexican food I've had.

I think Bee-gal nailed it on the first try. I completely agree on all three counts. She gets my vote for best answer.
