They are probably hand out dentures at or near the entry of Hell's gate. Probably at a table or booth not far from going in with a sign that reads "Get Your Dentures Here".

Not sure. I don't think it will really matter that much once you're in hell whether you have teeth or not. I don't think people will be in their Earthly bodies when they go to Hell or Heaven for that matter. So having teeth won't really make a difference.
