Women are more open about using the restroom than men are. If we're having a conversation, we have no problem continuing to talk while peeing. If we're with men, we also know that nothing we say in the women's bathroom will be heard by the men, so we're free to say what we like.
It's all a social stigma. Men are taught to go in, do their business and get out. No eye contact or conversation. And it's a definite no-no to glance in the direction of the next urinal. Women don't think that way.
