If two places are located in the northern hemisphere and both places use DST- for example Moscow (Russia) and New York (USA) the time difference between those two places can be 1 hour offset during a year.
This takes place because Europe shifts to daylight saving time one week earlier than the U.S. in the spring- the time difference between New York and Moscow most time of the year is + 08 hours (Moscow time is 8 hours ahead of New York time),
however for 1 week in the spring- the time difference is + 09 hours.
Same situation can be applied between most of the cities in Europe and North American cities during that week.

From which time zone in the US to which time zoone in Russia?
New York is GMT/UTC - 5 hours, Moscow and west of it GMT/UTC +3 hours
this means:
12:00 in Moscow (midnight) = 04:00 pm in New York/03:00 pm in Chicago and so on
GMT is Greenwich Mean Time = UTC (universal Time Calculator) = London Standard Time
I don´t know if Russia uses daylight saving time. But this should be over now anyway.

It depends on where you are located in each country. Both the USA and Russia have many time zones, so there is no single correct answer without that information.
