Microsoft Word can do this - I'm looking at Microsoft Word 2003 and I went into the "Help" function and looked up brochure. I got a bunch of listings for various templates - If you want a 2-fold (3 panel) brochure, you may want "Business brochure (8 1/2 x 11, landscape 2-fold). I clicked the link the downloaded the template on-line. Thanks for asking this question because it made me think about this and now I know *I* can use Word to do a brochure! Good luck!

Take your pick:
Microsoft Word
Microsoft Works Word Processor
Microsoft Publisher
The Print Shop Deluxe
WordPerfect
Open Office Writer
or just about any reasonably advanced word processor...
(That means Notepad and Windows WordPad are OUT)

I use Microsoft Word for this all of the time. Just use the column feature (format, column) and select 3 columns. I reduce the size of the space between each column to .25. To get to the next column you have to insert a column break (Insert, Break, Column). If you aren't Word savvy then Publisher is the way to go.
Either way there are numerous templates available on Microsoft's site at http://office.microsoft.com/en-ca/templates/CT101043031033.aspx for both Publisher and Word.

Microsoft word is ok.
Publisher is better for more advanced designs and layouts.
For a free alternative, you could try OpenOffice.
