Both are important. But between the two one should first be a good man and then belief in God is automatic.

Both. If you claim to believe in God but are not a good man, then you are lying to yourself and all those around you. The New Testament says that if you claim to love God but hate your brother, you are a liar and the truth is not in you. Can you be a good man without believing in God? Perhaps in the eyes of the world, yes. Can you believe in God and not be a good man? No, it is contrary to the definition of believing in God. If the "good" man does not believe in God and pulls others away from God because of his sophistry convincing them that they can be good without God, then that man becomes a bad man because it is bad to pull others away from God. Thus, we need to define what it means to be good. Good, by definition, means to be a follower of God and Christ and living according to their teachings. Under that definition, then it is impossible to be an unbeliever and good at the same time. Likewise, it is impossible to be a believer and be bad at the same time. The two terms run together, inseparably so.

Suppose I hired someone to work on my computer. When he showed up, I promptly climbed onto the roof of my house, and proceeded to reshingle the whole thing. And did a fvery good job of doing it. But in the end, my computer would still be broken.

While a person can do all kinds of "good" things, if those things are not guided by God, they may well be fixing the roof (and doing a good job of it) when what is needed is a fixed computer.

When a person "believes in God", that means a lots more than just acknowledging that he exist. It means to trust him, to seek his guidance and leading, and to do yoru best to accomplish what he wants from your life. Anyone who does that will automatically be doing good. So true faith in God will always produce a "good man".

But it will do more than that, it will also produce one who is fixing the computer, rather than the roof, when it is needed. They do the right "good thing" when they have God leading them.

That you believe in God above all things.

If you believe in Him and abide in His Word, everything else will follow.

Do not conform any longer to the pattern of this world, but be transformed by the renewing of your mind. Then you will be able to test and approve what God's will is—his good, pleasing and perfect will. --Romans 12:2

Both.

You need to believe in the Lord Jesus Christ first because it is stated in the Bible that He is the Way, the Truth and the Life and no one can come to the Father except thru Him. If you accept Jesus, you accept God and in effect you can be saved and have eternal life.

You need to obey God's 10 Commandments (no matter how hard) and apply the teachings of the Bible in your life because loving God also includes obeying Him. If you love God. You can trully love yourself and other people otherwise your love for yourself and other people is counterfeit if you don't love God.

It is more important to believe in God, He love u & wants u 2 love Him ur friends & even ur enemies.
If u follow the example we are given u will be as good as u can to please Him.
So it really goes together.
For it is written; Beloved let us love one another, for love is of God & everyone that loves is born of God & knows God, the person that does not love does not know God, for God is love. By faith ur works will show.
