First thing to be concerned about is your family needs, then the needs of your friend. When children are involved it's hard not to try and help people out, but in this case as you stated your friend has no respect for your family needs by her actions
What you do is put your family first, if you have the time and energy to help your friend do so, if not tell her so. She is taking advantage of your good heartiness to help her out, when it should be her responsibility to make your life easy with your 4 children and then to look after her 3 children no matter how long it is. You didn't say how long this has been taking place, but if you don't find an answer soon to resolve the problem she will put your children at a disadvantage because you will be to tried to take care of your own family needs.

If you are looking after her kids then you need to be able to contact her. What would happen in an emergency? My wife had this problem with a friend, we have two and she has three. Would leave kids, say only going up shops and not return for the night. Had to stop having the children over which was hard as friends of our kids, but not on to leave like that. Put your foot down and tell your friend "you cant treat your kids OR ME like that. You should get paid and be 'on call' otherwise!

What you have to understand is that she have kids of her on to see about so one more just might be a little to much on one person but that does not give her a reason to cut her phone off so ask her why she cut it off and tell her just to tell you next time that its just a little to much on her.

Wait for her to show & then tell her that she's taken advantage of your kindness and she'll have to find someone else to take care of her children. Doesn't she have family??
If she doesn't show & you aren't able to contact her, you'll have to call child services on her. It sucks, but it's not your fault she & her husband are bad parents.
