It's not electrical. Outside of the building it's part of the utility. Inside the building it's part of the mechanical (HVAC) system - even the line connected to the water heater.

We're non-union here so the gas piping is done by the HVAC guys. For maintenance, plumbers may work with the gas line. If it gets too involved they may require an HVAC guy to work on the gas line.

Unionized areas may have other rules about which trade handles the gas piping.

There is a line of demarcation. Normally, any lines outside of an imaginary five foot line beyond the building perimeter are considered site utilities. You'll see them on the Civil drawings. Once you cross that 5 foot line and everywhere inside of the perimeter, the gas line is shown on the plumbing drawings.
