F1 doesn't use single qualifying laps like American style racing does. They use three timed sessions with the 6 slowest cars dropping out after each session. There are F1 rules about how much fuel you can have in your car during qualifying in relationship to how much you have when the race starts. In general, for a 15 or 20 minute session, I'd say that they are somewhere around 75-80% full when they go out and when they get fresh tires with maybe about 1/8 of a tank to keep the car weight as low as possible for the quickest laps.

Jet fuel is extremely sensitive to temperature in terms of its volume. It expands and contracts very easily. For that reason, fuel loads are measured in pounds rather than gallons, because it gives a more accurate measure of what is actually on board.
