are they planning to talk to them about a job applicants character? or calling to verify if they worked their? i thought it was against the law to contact previous employers other than verifying work history.

They are calling to verify work history. It IS illegal for them to give any personal information other than, but that doesn't mean it doesn't happen.

I'm sure it happens a lot more in smaller company than large. Large co's usually handle things more professionally than smaller ones and aren't going to risk having a problem just to let somone know how many days Joe Blow was late to work.

Clearly an employer is going to want to have as much information about a potential employee as possible so that they can make a good decision about hiring.

Checking references with previous supervisors helps verify that the dates of previous employment and stated job title and functions on the resume are accurate. Nothing raises the red caution flag higher than finding out that rather than working at ABC company 5 years as the potential hire indicated, they actually only worked there for 1.

It's also fairly common that when called about a potential hire, references will go out of their way with details if they highly recommend the person. If they simply want to verify dates, etc.... it usually indicates that that person was just so/so (or horrible for that matter) and doesn't come with the highest recommendation.

This is just further motivation to try hard at work and not burn any bridges. Your performance now can greatly affect your future opportunities.

It's so they can call and talk to someone who actually worked with the candidate.

Most applications have a box to check that says they should not contact your current employer if it is against your wishes.

As far as I know, contacting any employer, even against your wishes is not illegal. However, I would not work for a company that did that to me, against my wishes.

At least in the United States a prospective employer can call your supervisor or a reference to see what kind of worker or person you are. They are not suppose to give you a bad reference or they could get in trouble for doing it. But a friend told me recently she was called for a reference and when they asked what kind of person he or she was she really didn't say anything. because the person stole from her. The employer got the message and thanked her. She really didn't incriminate herself by saying nothing.
