The video title states it is a Brahmos missile. Brahmos is an Indian/Russian Aerospace joint venture. The video seems to be showing the PJ-10 supersonic curise missile.
This missile can be adapted for both land and sea use (as seen in the video). It is a dual stage cruise missile, using a solid rocket propellent for launch then switching to a liquid fuel ramjet. It can achieve speeds of Mach 2.8 with a range reported to be 300km. It has a high explosive warhead of about 200kg (440 lbs.).
It has a dual-mode seeker (active/passive). In the ground attack role it appears that the target must have a strong radar echo. This means the target has to be large and in the open (the ground target example given was large oil storage tanks).
The main role for the missile is an anti-ship weapon. Brahmos states that it will be able to penetrate ship defences more effectively than previous anti-ship missiles. It does not appear that the warhead can be modified to carry a chemical or nuclear warhead.
This missile appears to already been in service with the Indian Navy. The indian Army is set to take its first delivery of the system in June 2008 and an air-lauched version is due to be tested next year.
The missile can pose a nasty threat to sea borne targets and seems comparible with anti-ship missiles in use already by Russia, China, and some Western nations. It's threat to gournd based targets is limited due to its need for a large radar cross-section. This may change with improvements to the seeker.

It looks like a guided missle that emits a radra signal to home in on a target. Certain coordinants would have been set before launch and the "smart missle" technology would take over in flight to make a more accurate strike. The U.S. uses missles like this and has for quite some time. It is as deadly as the payload that it carries.

The Indian Brahmos missile is nothing more than the Indian version of the U.S. AGM Tomahawk cruise missile and like the U.S. type can be launched from the air, sea, ground and from under water.
