TextMate is a popular choice around here, as is Notepad++

Graphical HTML generators generally do a very poor job (especially for layout work, some are reasonable at basic text entry - paragraphs, links, but little more).

There is no best Pro one.
FrontPage is a best for speed and Dreamweaver CS3 is ok. They all have coding drawbacks so the better sites are coded manually by web developers, thats if you want to include SEO, and W3C and latest accessability standards etc.

i would say get adobe cs3 web premium edition, that comes with everything you need such as dreamweaver for creating the website in, photoshop to create nice professional images and it comes with flash for creating animations :)

Its matter of opinion really. If you know your code use the plain text editor else I would suggest Dreamweaver.

If you are willing to pay, 'dreamweaver' has a good reputation. For free, you can try 'inkscape'.
