The emulsion on the oil cap is water contamination, it could just be condensation. check the condition of the oil for any other signs.
Take it to a reputable garage and ask them to pressure-test the coolant system, this will give an indication of any internal leaks, if a fault is found, go back to the dealer with your findings and bang on his desk!

Condensation builds up on oil caps and should not be a problem. 50 50 mix water and coolant will evaporate about a quart every 6 months. If there is a condition where the engine is burning coolant the check engine light will turn on because of cold start misfire. Just get the car tested, I pump up the cooling system with a pressure tester and hold 19 psi on the radatior over night and examine the tops of the pistons for coolant the next morning. Pressure will have dropped and one or more pistons will have coolant sitting on them. If the pistons are dry start looking for coolant trails from out side the engine gaskets, heater core, intake maifold ect. Buy a gallon of good name brand coolant anf have a professional change it and top up to the exact level and concentration necessary where you live. We use a vacuum device called an air lift to install coolant these days that prevents air pockets in the coolant system "Very Important" Just drain and fill you will have air in the heater core and may overheat the engine until it is full of coolant.

well i would say that there is water in the oil and this usually points toward the head gasket leaking.
Personally as a rule, the first thing i check is the oil cap for white gunk when buying a car. Straight away I can tell whether or not to carry on looking at the vehicle

You have a blown head gasket. Take it somewhere else to be looked at. You have a very short time before it goes if you don't get it fixed. water/coolant in the oil is a major no no. Get it fixed right away. It might cost a lot, but it's better than a huge paper weight for an engine.

Definitely head gasket, may also have blown the radiator, the dealer is lying so take it back and get a full refund; if he refuses refer the matter to Trading Standards office

I would say that the block, head, or head gasket is bad and getting worse. How long ago did you buy it ?? state laws here in WI say that they have to fix it if it was brought to their attenition within 3 bus days or 300 miles of buying it. They can also buy it back. That is even if they sold it AS IS and it wasn't disclosed.
