Pick up the phone to your country's Arts Council, if you have a letter of acceptance for the Festival, you should send them a copy. They may be able to fund it in part. Also talk to local councils, investigate funding from other sources, talk to a wealthy relative if you have one.

Get on the phone to local businesses, and tell them what you're doing, ask them if they can help you with sponsorship - it could also be in kind, like if you need to transport something, contact a van hire company and ask them if they could provide you with a van for the week for free or for a reduced rate, for example. Instead of buying stuff for props, either borrow it or ask dealers to donate it, and they will be listed as a sponsor. Naturally the more they sponsore the higher they should be on your list of sponsors.

Write a good one and send it to famous people- yes that's right, not professionals. Do not hassle them, just try for endorsements. Actors or whoever - from TV hosts to local radio people who may have an interest.
Take endorsements and make cash by showing their support to potential backers.
If they will act in it- all the better... even the TV hosts, in fact, especially someone who can act but doesn't get famed for it would get you masses of publicity..
Of course it must be great...

And play in a school hall to people coming in for a laugh after being out being stoned all night... and decide that to be succesful first somewhere else would be an idea...

Why do you need 30K to play at the festival.
I would recommend contacting either the Fringe organisers
