Additionally, I have a septic system....not city sewer. What could be causing the vibration in the piping?

the, vibrating you hear, is being caused by the shut off valve or float valve in the toilit, as it closes, the water pressure will push against it, causing it to viberate, change the valve, or live with it, nothing to be concernd about,

if you are talking about a vibration in your drain pipe it could be the vent tube that lets air get behind the water so you don't have that glug glug glug effect like when you tip a bottle straight up and down. check your vent pipes on roof for blockage common for birds and other critters to hornets to make these their home .if it is your water line could be the valve or supply line is starving the tank by being partially plugged.
