Cutting something does not make your penis bigger. If it did, you could bet that most guys in the world would be circumcised, which is not true. Most are uncircumcised and even in nations where it was once popular, it's becoming a lot less common.
In fact, if too much skin is removed, circumcision can make your penis smaller. That's because your penis needs some skin to be able to expand during an erection. An urologist and pediatrician describe that condition in the links below:

Other Risks of circumcision include:
In a medical study, it was found that females are more likely to hit orgasm with an uncircumcised man:

The lubricated foreskin (on the inside... like your eyelids) slides up and down during sex and masturbation to stimulate the head.

Studies have found that circumcision reduces sensitivity (this article also mentions how it has lost popularity in the USA in recent times):
http://www.foxnews.com/story/0,2933,285532,00.html
And despite being more sensitive, they still last in the same six minute range (average) that circumcised guys do:

Makes masturbation more difficult:
http://www.blackwell-synergy.com/doi/abs/10.1111/j.1464-410X.2006.06646.x
Which makes sense, that's how it was made popular in the USA:

Increases erectile dysfunction rates:

If too much skin is removed, it can make the penis smaller since the penis needs some skin to expand during an erection:

The USA is the last developed nation doing circumcision on a significant scale without medical or religious reasons. That means Europe and Japan (and Latin America and China, for that matter) don't circumcise. Circumcision rates in Australia and Canada are low, and in Africa... it varies by nation/tribe. Here's a worldwide map that gives you a general idea of where circumcision is common:
http://www.circumstitions.com/Maps.html
In the United States, circumcision rates vary by state, race... and other factors, like the year you were born. For the most part, the West Coast has the lowest circumcision rates, with some states as low as 14% now. Compare that to national circumcision rates being around 90% back in the 1960s and 70s. No, it actually makes it smaller (slightly) because you are loosing skin volume which doesn't grow back. Sometimes (depending on the shape of the guys penis) circumcision can make the head look bigger because it's exposed all the time and not hidden by foreskin, but in reality the overall circumference of the penis should be slightly smaller. In other words, it's an optical illusion. Either way, circumcision will certanly not make it look any longer and if anything will make it appear shorter if the guy had a foreskin that overhangs when flaccid.

No, of course not. They remove something so it doesn't get bigger. Your overall size is determined by genes, but the foreskin provides a bit of girth so you lose that. It can also provide an overhang which makes it look longer when flacced. Some people say that the scar tissue can cause the head to look bigger when circumcised, but it doesn't grow more or anything.
Most men in the world aren't circumcised.

How do you follow the logic that cutting something off will make it bigger? LOL! No, circumcision will not make your penis bigger.

Nope. Overall it really shouldn't matter. When erect, they both look the same, and erect is when it is largest. Simple logic should tell you by removing something mass will not be greater.
Another side note: Mens health magazine did a survey on penis size, and found that uncut is 3/8" longer than cut on average.

Hi,
Yes Circumcision is the surgical removal of the sleeve of skin and mucosal tissue that normally covers the glans (head) of the penis. This double layer, sometimes called the prepuce, is more commonly known as the foreskin.
The health benefits of circumcision.
Possible benefits of circumcision include:
Circumcision prevents infection and inflammation of the foreskin. And it may decrease the risk of penile cancer.
It might play a role in reducing the risk of sexually transmitted diseases. Practicing safe sex, however, is a far more important factor in preventing these diseases than whether a man is circumcised.
Infants who are not circumcised may be more likely to develop urinary tract infections. These infections early in life may lead to kidney problems later in life. Infants who have kidney or bladder abnormalities are at higher risk of urinary tract infections, so circumcision may be advised for these babies.
In rare circumstances problems can occur with the uncircumcised penis that may require circumcision at an older age. These problems include inflammation of the foreskin or adherence of the foreskin to the tip of the penis. Circumcision during infancy eliminates the possible need for the procedure at an older age.
Circumcision makes it easy to keep the end of the penis clean. However, the shedding skin cells that naturally accumulate on the glans of an uncircumcised boy are not harmful. Do not try to force the foreskin back to clean the penis of an infant or young boy. Washing externally with mild soap and water is all that is necessary.
