Your computer may need service. You can press and hold down the power button on the computer to force it to turn off, but if it does not respond to the turn off signal from the operating system, then most like the problem is with the operating system, or with some software or malware causing a problem in the operating system.

Not sure if your PC detected some viruses. But if you really want to turn it off without problem try this;
- Press Ctrl+Alt+Delete then look for Shut Down , then choose a shut down option.
- i'm used to counter this circumstance, all interface and keyboard stop but mouse, i keep try pressing Alt+F4 . And press Restart knob on PC case. It not seem to make error to harddisk as far as Disk Check need to run.
- If there's nothing to lose i recommend reinstall Windows.

I used to have that problem. Here is the solution. I promise you that it will work. Right click on an empty space on the desktop. Go to New and then click Shortcut. A Shortcut Wizard will appear. In the box provided, copy and paste these words: SHUTDOWN -s -t 01. Then click the next button and finally finish. A shutdown icon will now appear on your desktop. Click it and voila your computer will shut down. Please please e-mail me or post here with additional details to let me know if it works. GOOD LUCK.

Hit the power button. This should sort that out.

As a last resort you can pull the plug. This will cause you to loose all work not saved before shutting down.

Next start-up should be done in safe mode. Here you should run the trouble shooter to sort the problem.

your pc might have just updated itself. it's installing updates during shutdown. do not interrupt its processes while installing updates. it will turnoff automatically but needs time to close everything.
