we are looking at a property is very cheap, but I saw black spots in one of the bedrooms. Is it worth to pay for a test (500 dls) just to find out? whay if there is bad mold and I dont buy the property and I spend my money?
The owner is a bank and they say no repairs, are they required by law in CA to fix it?

Get the house tested . . . not all mold is dangerous (all houses have some mold). Most mold is easy to clean up about . . . sometimes it's as simple as spraying bleach and replacing spots of drywall . . . sometimes it requires HAZMAT clean-up which will generally cost about 4k (could be more or less depending on what type and the extent of damage). Very rarely is mold dangerous enough to completely condemn a home . . . but it does happen so be careful. You will not get your money back but 500 is reasonable . . . and the owner is not required by law to fix the mold problem. If you can afford to risk 500 then do it . . .

The big question is really why the mold is there. Mold in a bathroom could just mean that the prior resident wasn't very good about remembering to turn on the exhaust fan or about cleaning up after themselves. Mold in a bedroom usually means something is leaking inside the wall. I would have it inspected before you buy. If there's a major problem, it'll cost you way more than $500 to fix it, so you may save yourself a giant headache and a large repair bill.

When you buy bank owned property 'as is', that is exactly what you get. There is no recourse against the seller. You may certainly have the property inspected by a mold inspector to determine the severity of the mold infestation. If you don't like what you find out from the inspection, you can walk away from the purchase, but you're responsible to pay the cost of the inspection.

If you can see it it is either REALLY bad or simply mildew.

No, there is no law in CA other then stating "as is" in CA. You may still have a hard time buying it though, as clean up can cost 30-40k and your bank may refuse to give you a loan for the house. "As is" is usually also a cash deal.

Stay away from mold. It can cause health problems and cost tons of money to get rid of (if ever).

The last house my parents bought ended up having mould EVERYWHERE in the kitchen cabinets and they bought it and cleaned it up..
