With Rhapsody you can listen to 25 songs a month for free. I subscribe to them, though. It's 13 dollars with unlimited listening, and there are "stations" that will play music that caters exactly to your tastes. No commercials.
I use it to do music research all the time, and then also replaces my "clear channel" infested radio.

None are really legal because of copyright laws. Closest you can get is Pandora.com or Youtube, but you can't download from either of those.
