The tribbles ( Star trek - The Trouble with Tribbles ). But I guess they weren't really villains. I agree Scar in Lion King was a good one.

The Max Cady character played by Robert DeNiro in Cape Fear. Robert Mitchum also played this character very sinisterly in the original too.

For me, It has to be Magatu and his little assistant Todd from the Zoolander movie.....That movie makes my bladder control a worry, It's that damn funny....actually..more stupid....but hey.
