The tribbles ( Star trek - The Trouble with Tribbles ). But I guess they weren't really villains. I agree Scar in Lion King was a good one.

For me, It has to be Magatu and his little assistant Todd from the Zoolander movie.....That movie makes my bladder control a worry, It's that damn funny....actually..more stupid....but hey.
