Basically a few factors, it's called a blepharospasm, and is caused by fatigue, caffeine or stress. All of these can be easily remedied with opposing actions, however there are cases where a nerve can be "messed up" as they say, or a potassium deficiency could be the cause. (just eat a banana if that's the case).
Also, if you're case gets really bad you can get injections of a Botulinum toxin, which will prime the area around the eye. They spring up as a matter of development, or changes within your everyday life, just like in a car a single component might stop working, you eye may start twitching,

I've heard stress but in Latino culture it's believed that it's because you go from inside the house to outside and the cold to hot climate or vice versa creates air in the eye and therefore the twitch.

I have the same thing sometimes, and on the same eyelid too... No one notices it hardly. It's basically a tiny muscle spasm, I wouldn't worry about it. But if it gets to be noticeable, I would go to your doctor. Right now, if you're really concerned about it, I'd say go to a doctor, just to be sure.
