You are on the right track putting a thin layer of foundation under your lipstick and using a lip liner. Here are a few additional things to keep in mind:
Both lipsticks and lip pencils are available in various formulations – often we look at colour without also considering the coverage and texture of the lip product. Look for lipsticks that are long-wearing formulas like Clinique’s Colour Surge Long Last Soft Shine Lipsticks. Lip liners are also available in various formulas so again choose one that is long wearing or even transfer resistant like Clinique’s Quickliner for Lips. When lining your lips, try using a neutral lip pencil shade and shade the entire lip with the liner – this will provide a great base for any lipstick shade.

Use lipstick that is specifically designed to last long. Some glossy lipsticks come with a stain, which you let dry for 2 minutes, and then there is a clear glossy coat which keeps it shiny and the gloss & color can stay on your lips for HOURS.

Put on a matte foundation then apply a long-lasting lipsick. Revlon has a long-lasting lipstick collection. Some people say that if you rub ice n your lips, it helps lipstick stay on longer. Never try it, but...
Hope That Helps

Have you tried this?
CoverGirl Outlast Double Lip Shine

It works insanely well. I used to have the same problem.
It's cheap(er) if you're on a budget.
Try also:
Nars
(More expensive, but worth it, especially since you won't need to reapply a million times)

Make Up For Ever
I actually bought this one in black for halloween and could not get it off. I still like Stila better.
