Adjust brakes till they lock on, then back off till wheel just spins free. If it isn't an adjustment then take dum off again and look for cracked spider or anything else cracked or broken. Try getting someone else to operate brakes and look @ the rubber line for bulges forming when brake is operated. All else fails take off other side and look to check you have put it back together right and not lrft anything outt (happens to us all).
Good luck.

Check for proper brake adjustment by turning your star adjuster so that the break lining is slightly rubbing the drum. if you still have the problem take the cylinder back and get another one. Then If you still have the same problems have someone look at it. Its probably something simple that is being over looked. A second pair of eyes sometimes does the trick because people have the tendency to get all worked up about the problem and cant see the solution.

If it is getting fluid, the fluid has to be going somewhere. I would compare the right to the left and see if anything is missing or hooked up wrong. I was thinking about a plugged brake line, but you said it was getting fluid.

Good luck, it is a mystery.

Your rear brakes don't do that much braking, so how do you know?
The emergency brake uses a cable and the the brake line if that helps.

What kind of vehicle, and why do you think it's not working? What proof is there?
