Almost all outboards have an adjustable trim tab located above the propeller exceptions are the later V6 Mercs. You can find information in your owners manual usually under trim tab adjustment. Pulling to one side is normal on any single propped outboard motor especially when fully trimmed in but the trim tab can be adjusted to reduce the majority of heavy steering to one side .... normally they pull to the right.
Its also best to trim your motor to the desired trim position on the plane then note which way the motor is pulling.

If your motor is pulling to the right or (hard to turn left) adjust the trim tab to the right from its current position ... in other words ... if it pulls right adjust to right, if it pulls left adjust to left.

First mark its current position then adjust the trim tab till corrected.

what horsepower? I'll assume it's a 3-cylinder or better. 1. disconnect shift linkage under the bottom carb. 2. remove the trim tab (scribe a mark across the edge so you can get it back like it was). 3. remove the retaining bolt from the trim tab cavity. 4. remove the other retaining bolt from the bottom side of the antiventilation plate. 5. remove the four retaining bolts from the perimeter, just above the antiventilation plate. pull the lower unit off. The shift rod height is adjusted by screwing it in or out, so don't twist it or else it won't fit when you put it back. on reassembly: 1. put molly lube on the drive shaft splines (but not on top, there's not enough clearance). 2. the rubber o-ring just below the drive shaft splines -- you need that. 3. put omc gasket sealant (or some kind of anti-sieze) on the retaining bolts -- or else corrosion will set in & it'll be a ***** next time. 4. use 3m #847 or permatex #2 on the joint between midsection & lower unit. Replace the impeller every two-three years as preventive maintenance.

If neither of those helps you if you have hydrolic steering then you may need to add fluid. Haveing low flud makes you steering very sloppy and it would pull to the side the motor is more turned towards

If like john says doesn't work you might have the boat loaded to heavy on the starboard side move weight to port side>

They will always pull due to the prop turning one direction. Just adjust your trim tab to compensate.
