He who is not a liberal at 20 has no heart. He who is still a liberal at 40 has no head.

No, it is not a quote from Churchill.
You are misinformed. It has been proved false.
There is no source for this.
It is a lie.

"Conservative by the time you're 35"
"If you're not a liberal when you're 25, you have no heart. If you're not a conservative by the time you're 35, you have no brain." There is no record of anyone hearing Churchill say this. Paul Addison of Edinburgh University makes this comment: "Surely Churchill can't have used the words attributed to him. He'd been a Conservative at 15 and a Liberal at 35! And would he have talked so disrespectfully of Clemmie, who is generally thought to have been a lifelong Liberal?"

Churchill had lots of good and catchy quotes... but a quote is just a quote -- it might be pretty and clever but being clever doesn't make it true. It was also a very different world when Churchill was governing. I don't take quotes from the Bible or Churchill or Washington to explain the modern world.

BTW, I am a conservative and near 40 years old... but I don't agree with any of what that quote says. I know many liberals that are over 40 and think with their heads... and lots of them are very intelligent.

It's not entirely accurate, nor is it specifically a suggestion. It's more of an observation.
It may be important to note that the common use definition of a political liberal has changed over time, and vary by region of the world.

The definitions of "liberal" and "conservative" changed drastically between when Winston Churchill was 20 and when he was 40. Also, he was british. British conservatives are about as far left as American liberals.

I've heard that a million times.

Just because someone famous said it doesn't make it true.

Of course, it needs to be pointed out that Churchill was a conservative when he was 20 and a liberal when he was 40.

Winston was a Class-A curmudgeon, I expect nothing less from him.

We have to grow and understand what works best

Liberal did not mean the same thing then that it does now, you would need to research that first.

Not even close to his best quote, which was, is and will always be:

"Winston, you're drunk"
"And you, madam, are ugly. But in the morning, I shall be sober"
