Cats, like humans, have three types of cones for color vision but their cones pick up at slightly different peaks.
human red 575 nm
cat yellow-green 555nm

human green 535 nm
cat bluer green 500nm

cat blue 450 nm
human blue 445nm

However due to the small number of cones it is thought they see color softly or as pastels. The denser that cone cells are, the sharper is the perceived image. So cats see hazy soft hues. They do not see into the red spectrum as far as we do so they see a pale blue and yellow world in soft focus.
Cat's are about 6-8 times as sensitive in the dark where they still see less color than we do but they can see the mosquito we only hear whining about.

Of course many species of bird and fish see with four and even five types of cones so see far more color than humans do. However the crustacean with 10-12 different spectral pigments has the best color vision in shallow reef waters. They have 8 for color plus a sense for polarization and light distribution.

Yes in color
There are two issues which come up time and time again when people talk about what a cat can and cannot see: seeing in the dark and seeing colors. It is the retina which controls both. It is composed of photoceptor nerve cells called rods and cones. These cells send a message via the optic nerve to the brain telling the cat what it is seeing.

The cones provide color vision and the rods react to light and dark. The cat has far more rods than cones which is why he is able to see so well in dim light. Contrary to popular belief, cats cannot see in total darkness any better than we can, but they have a rod to cone ratio of about 25:1 whereas the human eye has a ratio of about 4:1. This explains their much greater maneuverability in semi-darkness as does the fact that in reduced light their pupils open to their fullest extent.
