Oswald did. He was recruited on the orders of Vice President Lyndon Johnson.
He was caught and shot by Jack Rubby. Rubby was hired because he had cancer and didn't have long to live.
To make sure that Oswald did hit Kennedy,their were also 3 men on the grassy knoll behind some bushes. as back ups.
