There is only 1

The factors of 27 is 3^3 = 9 x 3
16 is 2^3 = 8 x2
and 78 is an even # so it is a base 2

i think the gcf is 1

the highest it could possibly be (theoretically) is 16 since thats the lowest number in the set

16 doesn't go in to 27
neither does 15
or 14
or 13
or 12
or 11
or 10
9 goes into 27 but not into 16
or 8
or 7
or 6
or 5
or 4
3 goes into 27 but not 16
or 2

and 1 goes into every number

so the answer is one

1 (since 16 = 2^4 and 27 = 3^3 have no common factors).
