Yes and no. You have to be of a certain age to be legal. I think in Texas you have to be 12. I think...or at least that is what it used to be. Seat belt laws extend only to the front seat and minors in the back. So the law may be until the person is 18... but I am not sure. I know adults are not required to wear a seatbelt in the backseat. You see it daily here in Texas. Especially lawn care workers.

To my knowledge, it is illegal. You have to have a seat belt on. I know in KY it is a $25 fine for every person that does not have on a belt. Many years ago, Subaru made a small vehicle with two seats in the rear of the short bed, facing backwards. I believe they had seat belts with them.
I used to give the neighborhood kids rides in the bed of my truck, but I have stopped that years ago.

In California it is illegal to ride at the back of the truck unless you have a state approved rear seat. Around here, border hoppers do it all the time. Don't get deported!

Depends on the state.
In So Cal where I grew up it was legal to be in the back of a truck if you were in a farming area and only on local streets. But in cities and on highways you had to have seatbelts.

Most states it is. Maybe all of them. When the seat belt laws went into effect, that was the end of riding in the truck.
