Simple: lying to someone can be defined as outright dishonesty. When you lie to someone, you are keeping the whole truth to yourself. Nothing you say is based on fact. You are claiming the exact opposite of whatever it is that occurred. Example: "I'm in the Guinness Book of World Records for having the longest dong in North America." Well, you look in the book and surprise: the aforementioned genital is nowhere to be found.

Exaggeration is different in a sense that the person, more times than not, is being generally truthful, but paints the claim/occurrence in a much brighter light than it genuinely deserves. Example: "I should be in the Guinness Book of World Records because hot DAMN is my d_ck huge! You should see it; sometimes I feel like I have to roll it up and duct tape it in place so I can walk! Hooo-weee!" Sure, the dude might have this massive schlong but it's clear he's exaggerating its size to Apocalyptic proportions.
